The Township of Otonabee-South Monaghan Official Plan (OP) was approved by the Ontario Municipal Board in 2015. The OP sets out the direction for growth - residential and employment - in OSM.
In OSM Township the main areas for future growth are in the Hamlets of Assumption, Keene and Stewart Hall.
There is the opportunity for some infill development in the Hamlets Bailieboro, Donwood, Fraserville, Indian River and Woodview. Large scale commercial or industrial growth is directed to the Highway 7 corridor or the Hamlet of South Monaghan. All new development and redevelopment must conform to the OP policies.
The OP also sets the rules for lot creation by plan of subdivision/condominium or by land severance (also called a Consent to Sever).
The Official Plan places each property in one or more land use designations. Designations include Aggregate, Agriculture, Commercial, Employment Area, Environmental Protection, Existing Residential, Hamlet, Recreation/Conservation, Rural, Shoreline or Waste Disposal. Each designation has permitted uses and policies. There are also general OP policies which apply to all new development or redevelopment.

The Schedule A Land Use maps are colour coded for each designation, as shown in the Legend on each map. Aggregate is shown with a gravel symbol. Provincially Significant Wetlands (PSW) in the Environmental Protection (EP) designation are shown with a marsh symbol and require an Environmental Impact Study for new development within 120 metres.
In 2017, the Township will be launching access to the OP Mapping through the County GIS mapping.

If your proposal does not fit within the permitted uses or meet the policies of a Designation, you may need to apply for an Official Plan Amendment (OPA) and/or Zoning By-law Amendment(ZBA). It is mandatory for certain major land uses to go through the OPA process. An OPA requires a deposit of $4,000 as well as an administrative application fee of $8,000. For a combined OPA and ZBA the required deposit is $10,000 as well as a $7,000 administrative fee.
Preconsultation with the County and the Township is mandatory before making an application for an OPA. Contact the Building & Planning Office to arrange an appointment to discuss your proposal.
Both an OPA and a ZBA are applications under the Planning Act. A complete application is required including a planning justification report as well as any mandatory studies. Neighbouring property owners and agencies will be notified of the application.
Technical review will be carried out in consultation with the County as the approval authority for OPAs together with any agencies such as Otonabee Regional Conservation Authority. This process can take many months.
When the Township is satisfied that technical review is complete, Council will authorize a public meeting. Neighbouring property owners and agencies are notified and a Public Meeting is held. Prior to adopting the OPA and/or passing the ZBA, Council will review and make any changes based on the public and agency consultation.
After adoption, the OPA is sent to the County of Peterborough for final review and approval. Anyone objecting to the OPA may appeal a decision of the County to the Local Planning Appeal Tribunal (LPAT). ZBAs are passed by Council and are also appealable to the LPAT.
